Dr. Soine earned her Ph.D. in Modern European History from the University of Minnesota, and her B.A. from Gustavus Adolphus College with double majors in History and Women’s Studies. She is a first-generation college graduate and brings a deep personal and professional commitment to access, inclusion, and student-centered academic leadership.
Prior to joining MSU in July 2026, Dr. Soine served as Vice Provost for Academic Success and Professor of History at Saint Mary’s College of California, where she provided strategic leadership for institution-wide initiatives focused on student persistence, equity, advising, curriculum innovation, and degree completion. Her collaborative work led to significant financial investments in academic programs, faculty/staff, and student support services through federal and private foundation grants, private philanthropy, and alumni engagement.
As a scholar, Dr. Soine is a historian of modern Europe with expertise in gender, citizenship, public health, and social welfare. She is the author of numerous peer-reviewed publications and is continues to be interested in examining the transnational history of German nursing and professionalization. She has also led public history and community-engaged learning initiatives.
